The fix turns off the "stateful" function of the Windows firewall due to a bug in the Windows firewall code when interacting with Java applications. Details on the bug report are available. This doesn't have any impact on the security settings of the firewall and won't cause you any trouble. As an alternative, a hot fix is available from Microsoft that fixes this issue without modifying the firewall settings: FTP client does not establish a passive-mode FTP connection to an IPv4 FTP server in Windows 7 or in Windows Server 2008 R2.
